Robin Wauters dribbled out the story late last week:

PayPal ... appears to be blocking personal transactions to or from accounts of India-based users. It is reversing personal transactions.
...
Anuj Nayar, Director, Global Communications at PayPal tells us: "I can confirm that personal payments to and from India have been suspended. ... We’re trying to resolve the situation ... we’re sorry for any inconvenience this may cause."more


Angie Mohr has more:

Commercial payments will not be affected in the interim and Indian merchants can still charge their customers around the world and receive payment into their PayPal accounts as always. ... However, the company does not detail the nature of the concerns.

The suspension is likely to affect thousands of small Indian freelancers, including IT programmers, web designers and writers, who use personal rather than business accounts to receive payments from customers. Many of these Indian freelancers are lashing out at the PayPal announcement and its lack of detail and information. Upgrading to a business PayPal account requires additional fees and charges and not all freelancers may be eligible to do so.more


PayPal's Anuj Nayar says remarkably little in 116 words:

Personal payments to and from India and transfers to local banks in India have been suspended while we work with our business partners and other stakeholders to address questions they have about the service. ... Customers can still make commercial payments to India but merchants cannot withdraw funds in Rupees to local Indian banks.
 
We’re trying to resolve the situation as quickly as possible and we’re really sorry for the inconvenience that this may cause our customers in India and around the world.more


bhagwad is not a happy camper:

As a result, a large number of Indian Paypal accounts have a negative balances running into the thousands of dollars. The worst part is that users weren't informed beforehand — the funds were just whisked away.

All payments not made for 'Goods' with a shipping address have been reversed — in fact, ... Kai Hiwatari thinks he has the answer:

This is due to some change in the regulations by the Reserve Bank of India (RBI) regarding offshore money transfers. ... RBI is demanding some documents form PayPal to make them eligible to transfer money to and from Indian Banks. Apparently PayPal hasn't been able to furnish those documents.more


And iammani alleges shady tactics:

Of course. Paypal has to be registered with the RBI to make forex (foreign exchange) transfers. Every time someone converts rupees in dollars or vice-versa, the source and destination of transfer and reason have to made available to the RBI.

The problem is Paypal doesnt want to be regulated as bank but wants to be able to perform what banks do. And this does not go well with the RBI.more


Keith Dsouza goes ballistic:

I sent a payment to someone who withdrew it to his bank. After a blue moon and when you realized your own problems, you decided to withdraw the money I sent to him. Now that would be fine, but you did not intimate him or me about it. Now after all is said and done, his account went into a negative balance. Oh and well it is our fault, we sincerely apologize for that, but still you threaten him that you will charge his mother’s credit card account to recover the dues??? Are you ****** ******* serious?

I ask every other user to withdraw their money and boycott PayPal, boycott PayPal forever. Never accept a payment in PayPal, if you think that this is the last time those ******** did this, you are wrong, if someone really cared about you and your money, they would first tell you about it.more

Paypal goof up-personal remittances

I am one of the sufferers. I am a retired senior citizen who does academic freelancing to augment my pension as the cost of living is increasing thanks to government policies including recent fuel price hikes. I am paid directly for the services through paypal. When some amount accumulates, I transfer a sum to my bank account and use it for my expenses.
With the latest developments, I have a good sum in paypal unable to transfer to my bank and my bank account is dwindling.
In spite of writing a detailed letter giving all facts through contact us option, questions are asked as if my transaction is a business one. I do not know where it will end. The so called Paypal review team is not answering my questions specifically. There is no help to solve the problem basically as I am receiver of personal rather than business payments.
If they stop personal payments, they must give an option to customer to either close the account and quit paypal or convert to business option. This will give an opportunity for people like me to withdraw my entire money and seek better options.
They have not done that.
Unfortunately, I cannot take this directly to Paypal blog, as there is no option to react to the company statements in that blog site.

Paypal blocks account

Paypal has blocked my funds and asks to resolve the issue but it is impossible to do so. So I guess they are after my money and I can't do anything about it. I will have to tell everyone to stop using paypal that's the only thing I can do. Any suggestions?

PAYPAL-- the fraud

I initiated a transfer of 900Us$ and it was reversed and now they have deducted US$72 for that --- This is shady and people all over should ban this company for looting and ditching people who trusted their services.

This company should be sued and lets all ditch them instead.

when this issue will be solved?

i have faced the same problem.and i m sure when this issue ll be solved, thousands of paypal members r waiting for close their account.paypal s going to lose lot of regular customers.

Charges for reversal / suspending payment

Not only the payment to India has been suspended without prior intimation but the transfer initiated by me on 4 Feb 2010 was reversed on 5 Feb 2010 (money was sent back to sender) and a charge of USD 120 imposed on me for no fault of mine, leading in a negative balance. The customer care does not have any answer. They need to do something fast and compensate its customers for the inconvenience, especially for suspending payments without any advance intimation and imposing illegal charges.

PayPal (and eBay)

If it is not clear to anyone, PayPal and eBay are private companies. If you want to 'play in their sandbox' (i.e. use their services); then you have to play by their rules. It is that simple. There are other ways to send money that do not involve PayPal. If you choose to make purchases through eBay, then avoid PayPal and use a credit card.

Remember, eBay owns PayPal, so those who buy things from an eBay seller and use PayPal enrich eBay twice (eBay fees and PayPal fees).

Why I left PayPal YEars Ago and Will never go back

I bought a computer over the internet from a computer company based in New York State, and i set up a PayPal Account at the same time make the payment all standard Stuff. But then Pay Pal took out twice the agreed upon amount out of my. I Complained to Pay Pal, and got a very nice rep speaking in a an accent I did not recognize, and was assured that everything would be taken care of. 1 week later ANOTHER EXACT SAME AMOUNT WAS TAKEN OUT OF THE checking account, and caused some of my bills to bounce. This time I called again, sent e-mailed etc etc, and finally talked to a supervisor who actually spoke very good english. He also assured everything was OK, that the money had been returned, but that the transaction would take no less than 48 hours. I waited, and waited, and nothing was returned to my account, I called again, and again was assured that everything was going to be fine, and all the late fees etc would be taken care of. This time I did not wait i closed the account moved to another bank because this bank insisted they had nothing to do with the transactions, and then closed everything down. it took A YEAR to get everything resolved. I NEVER GOT MY MONEY FROM PAYPAL, The only reason I ever received a refund was because eventually the computer called me and asked why i had paid them 3 times, after explaining what happened they simply mailed me a check for the 2 extra payments. I HAVE NEVER BOUGHT ANYTHING FROM EBAY OR USED PAYPAL and have related this experience to all who will listen. YOU HAVE NO RECOURSE, USE A CREDIT CARD WHERE YOU ARE PROTECTED.

They steal money from merchants. If you've used them you'll know how badly we need an alternative.

Gosh, "steal" is a very emotive word. I'm sure you didn't meant that literally, right?
