How to save money in IT, education edition

Pilot fish works for a local school district that's under ever-increasing financial pressure. "Budgets were being slashed and radical ideas of saving money were being explored." says fish. "During this time, the district hired a former librarian from one of the schools as the head of IT.
"Everyone in the IT department carried a Nextel phone that could also work as a radio. The new IT boss took the Nextels -- she kept hers so she could communicate -- and purchased Apple iPod Touches for everyone, including herself. She said we could use Skype to communicate.
"It didn't work. Now we could listen to music and surf the Internet via wireless in the school buildings. We just couldn't contact each other unless we used our personal cell phones."
