Unclear on the concept

The network is down on the shop floor at this plant, and the VP of manufacturing is furious, says a pilot fish on the scene.
"He complains to everyone who will listen about the thousands of dollars per hour that the downtime is costing the company," fish says.
"After 12 hours of effort, IT finally finds the root cause."
Turns out that the maintenance group -- which reports to the manufacturing VP -- has just finished re-running power lines to some areas on the shop floor.
To run the lines, the maintenance guys had to move some network switches. Which they did -- without talking to IT.
But when the maintenance guys reconnected the switches, they created a loopback that brought down the network.
IT informs the manufacturing VP of the cause of the day-long outage.
VP's response: "Maybe we should move the switches higher so people can't reach them."
