Flashback to the 1970s, when this pilot fish is an engineer at a state agency that has just purchased a new system for communicating with the state's mainframe.

"Delivery was imminent, and I needed tables that were 27 inches high for the terminals," says fish. "I ordered tables from supply, and they were back ordered. So I phoned and asked that the order be expedited.

"The lady who answered the phone said that the tables were being supplied from prison industries, and that the prisoners worked very slowly.

"Being a wise guy, I asked, 'Can't you whip those prisoners to speed them up?'

"She answered, 'Oh no, we aren't allowed to do that!'"
